Starting February 1, 2026, the six provinces and cities of Beijing, Shanghai, Zhejiang, Shandong, Guangdong, and Chongqing will officially launch a pilot program for electronic labels on cosmetics, with a duration of three years.

Quzhou’s Pilot Results of the “Zhejiang Makeup Chain” Initiative 
As a pilot zone in Zhejiang Province, Quzhou City has already made substantial progress: Quzhou has combined QR code technology with “eco-friendly cosmetics,” guiding enterprises to develop 10 Quzhou-specific products—including citrus facial creams and ginger-rich shampoos—and embedding electronic tags on their packaging. This initiative has successfully boosted product sales to over 4,500 boxes.

The first batch of pilot products—covering four categories including general skincare, children’s skincare, facial masks, and hair care/shampoo (including cleansing and bathing)—have prompted the completion of individual product code conversion for the three products commissioned for manufacturing.
Beijing enterprises are actively connecting and collaborating.
In January 2026, the Beijing Daily Chemical Industry Association will host two pilot technical promotion sessions on electronic labeling for cosmetics. Huake Pharmaceutical Technology Co., Ltd. and the Zhongguancun Institute of Industrial and Information Technology QR Code Technology will demonstrate their coding systems on-site. Eighteen cosmetic companies based in Beijing participated in the event and engaged in in-depth exchanges.
